In Barcelona, drug addiction is often viewed solely as a security issue. However, the Association for Community Drug Intervention takes a human rights perspective, emphasizing programs for reintegration and comprehensive care in the San Roc neighborhood, in the outskirts of Barcelona.
The program "Hooked on Work", aims to enhance the quality of life and self-esteem of drug-dependent individuals through vocational and social reintegration. The program has a horizontal approach empowering participants with autonomy and skills for potential formal employment. In the San Roque neighborhood, the program operates out of a small local office provided by the Neighborhood Association, where basic equipment like vests, gloves, shovels, and brooms are the tools of their trade. The day typically begins with gardening tasks around the neighborhood, responding to community reports of neglected areas, or assisting local entities, all aimed at community normalization. Despite facing resource challenges and the risk of dependency on the program, initiatives like “Hooked on Work” represent a shift towards autonomy, social inclusion, and combating stigma, contrasting with militarized drug policies seen in other regions."
